Preamble

Bolton County Council have several Children’s Centre within their Startwell business, Great Lever Children’s Centre was chosen to be utilised to be part of a restructuring and relocation programme bringing in other parts of the Council departments such as health centre and council office space. As the existing building layout did suite the new relocation strategy the existing building required some internal changes to the existing layout to enable the new departments to relocate satisfactory into their new workplace.

Challenges

Tight programme – The new build part of the phased works to be completed in line with the nursery term times.

Live site – The site was to remain open and operational at all times through normal working hours.

The site was occupied by children, staff and NHS administrative staff

Access/Egress was required at all time for both staff and public use

Deliveries, transportation and waste management control

Occupied spaces – Noise, dust and disruption to daily activities needed to be considered

Coordination of activities –  as the site was live and occupied co-ordination of areas of works where challenging and demanding

Our Approach to the Challenges

Programme:

Issued of detailed programme detailing all key milestones and dependencies ensuring programme deadlines are achieved

Regular programme meetings with key supply chain and suppliers to reaffirm programme alignment

Any programme changes to be revised and reissued to all client/stakeholders and management and site team to ensure all are working to the same programme.

Regular progress reports issued and meetings scheduled with client and key stakeholders at agreed interval

Regular client/stakeholder site meeting to be undertaken to track progress.

Live Site:

  • Clear site demarcation between working areas and staff/public areas to be clearly identified by the erection of barriers and clear signage to notify others of unauthorised access and potential dangers.
  • Clear logistics and traffic management plan to be issued and displayed keeping all informed of the site protocols and procedures.
  • Clear signage to be displayed to show access egress to all staff and public.
  • Deliveries and transportation to and from site to be organised in off peak times.

Occupied Spaces:

  • Noisy works to be considered, short durational, and planned and communicated with staff to ensure all are aware of potential noise and disruptions to be taken place, consideration for out of hours works to considered when excessive noise and duration levels are to be carried out.

Coordination of activities:

  • Regular/daily meetings to be carried out with the building user to discuss and inform the key staff of planned works so they can preplan and inform the relevant people of the proposed works.
  • Frequent progress and lookahead reports to be issued advising of progress to date and works planned for the forthcoming weeks.
  • Daily activity log for contractor and building user to be utilised so that they can communicate should there be a cross over in times on site.

Scope of Works Internal Refurbishment

The new refurbishment consisted of:

  • New reception area
  • 2No new Health rooms
  • New resources room
  • New Family room
  • New office space
  • New storage room
  • New Welfare/staff room
  • WC&DDA WC refurbishment
  • Full building refurbishment

Scope

  • Internal strip out of existing block and partitioning walls, ceilings, doors flooring sanitaryware, IPS panels.
  • Strip out if Electrical and mechanical services
  • Installation of new partitioning including plaster finishes
  • Erection of new block walls
  • Installation of internal structural steels and lintels
  • Installation of new internal fire doors
  • Installation of new bespoke reception desk including sliding window hatch.
  • Installation of new kitchen and appliances.
  • Installation of new IPS panels and cubicles
  • Installation of new suspended ceilings.
  • Installation of new floor coverings both carpet tiles and vinyl
  • Decoration to all walls, ceilings and woodwork
  • Modification to existing Domestic hot and cold water supplies
  • Installation of all sanitaryware including DDA Compliant DOC M packs
  • Installation of new heating circuits and emitters
  • Installation of new power, lighting and data
  • Modification to existing security, CCTV and door access systems.
  • Modification to existing ventilation systems

Scope of Works New Extension

The new refurbishment consisted of:

  • New baby space
  • New storage area
  • New baby changing and sleep area
  • New staff welfare area and kitchenette
  • New external soft play and grassed area
