Preamble

Bolton County commissioned an Internal refurbishment at Paderborn House Bolton within the Bolton Coroners demise of the building between the first and second floor, the project would also provide further space to create an additional Coroners Court within the buildings and required the relocation of existing administrative staff members and court personnel.

Challenges

Live site – The site was to remain open and operational at all times through normal working hours.

Adjacent tenants within the building were made up of Police, Council offices, child welfare offices and

Access/Egress common access to all areas for, public, staff and contractors.

Deliveries, Material deliveries, waste management control

 

Occupied spaces – Noise, dust and disruption to daily activities needed to be considered

Court proceedings taking place daily which proved challenging and required close communication.

Coordination of activities – Working across two floors and two wings of the building.

Staff relocation into specific areas of works

Our Approach to the Challenges

Live Site:

  • Clear signage to be erected within common areas to notify all of works taking place and no access to areas without authorisation
  • Clear signage erected with site contact numbers should anyone wish to contact the site team.
  • Regular meetings and updates with the building occupiers to keep them informed of the planned works
  • Clear logistics and traffic management plan issued and displayed keeping all informed of the site protocols and procedures.
  • Clear signage to be displayed to show access egress to all staff and public.
  • Deliveries and transportation to and from site to be organised in off peak times, alternative rear access utilised in agreement with the property team at appropriate times to suit the building occupiers.

Occupied Spaces:

  • Noisy works to be considered, short durational, and planned and communicated with staff to ensure all are aware of potential noise and disruptions to be taken place, consideration for out of hours works to considered when excessive noise and duration levels are to be carried out.
  • Close Communication with the court staff was maintained to ensure the court sittings were not disrupted
  • All meeting minutes and reports were shared with all building occupants

Coordination of activities:

  • A phased approach was implemented to ensure works were carried out in specific areas at any one time, staff was then relocated within the areas completed before works commenced within the next phase.
  • Works checked and signed off by client and any compliance certification issued prior to moving into a new phases
  • Frequent progress and lookahead reports to be issued advising of progress to date and works planned for the forthcoming weeks.
  • Partnered approach with the site facilities team ensuring excellent levels of communication to the wider building users was maintained throughout the project.

Scope of Works Internal Refurbishment

The new refurbishment consisted of:

1st Floor

  • 2No New breakout rooms
  • New Coroners Court
  • 2No DDA WCs
  • New Coroner’s Office
  • New Jury Room

2ND Floor

  • New Senior Coroner’s Office
  • New Assistant Coroner’s office
  • 2 No Area Coroner’s Office
  • New DDA WC
  • New Staff/welfare area
  • Open plan general administrative office

Scope

  • Strip out and demolition of existing walls and removal of all finishes
  • Installation of new partitioning to include fire and acoustic rated walls
  • Installation of new glazed partitioning
  • New Internal double and single door sets FD30s & FD60s
  • Installation of new architrave and skirting boards to all areas
  • Installation of new suspended ceilings including MF plasterboard ceilings were required.
  • Plaster finishes to all walls ready for decoration.
  • Full decoration to all areas including woodwork
  • Raised flooring ready for new Jury box and Coroners booth
  • Installation of bespoke Joinery for new jury box and Coroners booth
  • Installation of new floor finishes both carpet tiles and Vinyl
  • Installation of new kitchen area including zip boiler and new white goods
  • New Toilet cubicles and IPS panelling installed
  • Fire stopping to all areas were necessary
  • New DDA Toilets including full doc M pack installed
  • New blackout vertical blinds installed over two floors
  • Installation of client supplied fixtures and fittings

  • Installation of new Distribution boards
  • Installation of new Containment, above ceiling and surface mounted
  • New mains power circuits installed
  • Installation of new lighting and lighting controls
  • Installation of new data supplies
